About

Uttar Pradesh Power Corporation Ltd (UPPCL) was incorporated in November 1999 by the Government of Uttar Pradesh in pursuance of the reform-restructuring of the erstwhile Uttar Pradesh State Electricity Board (UPSEB) under the UP Electricity Reforms Act, 1999. UPPCL is specified as a Bulk Supply Licensee and is responsible for the procurement of power from the Gencos and distribution of power in the state via five discoms, viz., Dakshinanchal Vidyut Vitran Nigam Ltd (Agra Discom or DVVNL), Madhyanchal Vidyut Vitran Nigam Ltd (Lucknow Discom or MVVNL), Paschimanchal Vidyut Vitran Nigam Ltd (Meerut Discom or PVVNL), Purvanchal Vidyut Vitran Nigam Ltd (Varanasi Discom or PuVVNL) and Kanpur Electricity Supply Company Ltd (Kanpur Discom or KESCO). All these five discoms are subsidiaries of UPPCL. Total debt plus guarantee to GSDP has risen close to 48.1% in fiscal 2021 from 42.8% in the previous fiscal. The increase was mainly due to higher borrowing to fund revenue deficits and capital outlays and also increase in guarantees by around Rs 28,000 crore under the Atmanirbhar package sanctioned for UPPCL. The gross fiscal deficit to GSDP remained high at 4.74% in fiscal 2021 (revised estimates) against 2.74% in fiscal 2020. The GoUP has extended an unconditional and irrevocable guarantee for the rated bonds. The respective structures define the event for invocation of the guarantee by the trustee. UPPCL has availed loans of Rs 209.4 billion (Rs 104.7 billion unutilised) from REC Limited ('IND AAA'/Stable) and PFC Limited under DISCOM relief scheme announced by the government of India under the Atmanirbhar Bharat Scheme UPPCL in May 2020. The debt securities of the company are listed in BSE under debt segment.
